Looks to me like this incredible Anthropologie stylist, Ruthi Auda, used dried tree branches and simply attached crepe party streamers to them, then twisted and pinched and billowed the party paper. BTW Ruthi Auda’s blog is amazing.
That’s exactly what I workedout as to how she made it! I didn’t actually want to say that online though in case she got upset over someone giving away her method and cutting into her business.
